SUNY Policy for Trade-In/Transfer/Disposal
Trade-In
- State-owned surplus equipment (vehicle and vehicle parts not included) may be traded in for credit against the purchase of equipment, supplies, repairs, leases or services for state operations. The value of the trade-in must be applied to the current purchase and cannot be deferred or credited to future transactions. A State trade-in cannot be used in support of non-State operations, such as the Research Foundation of other campus-related entities.
Transfer/Disposal
Protocol for transfer or disposal of property
- Useable Equipment in Fair to Excellent Condition
- PCC will notify the campus community to determine if another department on campus is interested in the property.
- Should no other department on campus be interested in the item, Property Control should offer the surplus assets to all SUNY Campuses through the Property Control List Serve.
- If a transfer between campuses does not occur, the Campus PCC will take steps to have the items handled through NYS OGS for potential distribution to other state agencies, municipalities, or sell through auction.
- If OGS is unable to sell the surplus property the campus is responsible for ensuring timely and effective disposal.
- Property in Poor or Scrap Condition
- PCC will notify the campus community to determine if another department on campus is interested in the property.
- Should no other department on campus be interested in the item, Property Control should offer the surplus assets to all SUNY Campuses through the Property Control List Serve.
- If there is no transfer between campuses, items should be disposed of or recycled in accordance with state rules.
The department must submit a Property Transfer/Surplus Form. Please send completed form to propertycontrol@canton.edu.
