I.  SCOPE

II.  POLICY STATEMENT

College Association’s (CA) ROO Express program is an optional, taxable debit account at SUNY Canton. This policy delineates the program’s rules, criteria, and procedures.

III.  POLICY

ROO Express is accessed through the campus ID card, the official identification card for SUNY Canton.

ROO Express may be used at the following locations: ROOs Court, Rendezvous, Cyber Café, Joey’s, The Corner, Chaney Dining Center, the Campus Store, in campus vending services (excluding Micro-Market), and at select off-campus providers.

Once a ROO Express account is opened, funds may be added via credit card, cash, debit card, or check deposit through College Association’s Student Support, located in Miller Campus Center, room 115 or by emailing akinsd@canton.edu. ROO Express that is funded through financial aid can only be applied to the student’s ID once their student bill is processed by the One-Hop Shop Student Service Center. There is a $1,500 balance limit for ROO Express accounts.

Any ROO Express account with a balance $10.00 or more rolls forward semester-to-semester. Cash withdrawals cannot be made from the ROO Express account. 

All transactions can be viewed online. Upon reviewing transactions, inform CA of any discrepancies immediately. The discrepancy will be investigated, and the account holder will be notified of the determination within 20 business days. If CA is not informed of a discrepancy within 60 days after the transaction occurred, the participant shall assume liability for the charges.

ROO Express is not accepted for purchases of alcohol, tobacco products, lottery tickets, gift cards/certificates, items that could be construed as weapons, obscene materials, tattoos, or items sold by multilevel-marketing organizations.

Information regarding the account holder’s transactions may be disclosed to third parties when necessary to complete transactions, when the condition or existence of an account must be verified, to comply with a government agency, court orders, or with the participant’s written permission.

ROO Express: A flexible spending account that is an optional, taxable debit account at SUNY Canton that allows the account holder to add funding to access and spend said funds on and off-campus at selected locations using their Campus ID Card.

VI.  PROCEDURES

How to Open an Account

ROO Express accounts are linked through the Student or Faculty/Staff Banner ID. Every person employed or attending SUNY Canton may activate and use a ROO Express account. To activate an account, visit College Association Student Support in Miller Campus Center, room 115.

Students may also activate an account through their student checklist on Banner. ROO Express that is funded through financial aid can only be applied to the student’s ID once their student bill is processed by the One-Hop Shop Student Service Center.

How to Add Funds

ROO Express account funds are added through cash, credit card, check, or financial aid. An account holder can add funds to an account via the following methods:

Parents, friends, and family may add funds as well via the link above. For access to ROO Express balances at all times, please go to your App Store and download the GET app.

Refund Process

Upon graduation, separation, or at the end of the fall or spring semester, the account holder may contact CA for a refund of any remaining ROO Express funds. Balances are refunded only upon a request from the account holder. To make refund request, contact College Association Student Support in Miller Campus Center, room 115 or email akinsd@canton.edu. An $8.00 processing fee applies on refunds.

  • The processing fee is waived in the following instances: When a student’s bill has not been fully processed and/or the funds have not been accessed by the account holder.

Account Deactivation/Reactivation

Accounts are deactivated when an account reaches $0.00. A deactivated account may be reactivated when the account holder adds funds.

Account Inactivity & Balances

After one year of inactivity, any balances less than $10.00 are considered non-refundable and will be closed.

Balances greater than $10.00 will incur a $10.00/month inactivity fee. An amount of $120.00 will be charged exactly at the one-year mark of inactivity, and $10.00 will be charged each subsequent month until there are no funds remaining and the account is closed.  

Any balances of $300.00 or more will have a letter sent to the account holder from the College Association stating that there are funds remaining in the account. It is up to the account holder in all instances to request a refund. Any remaining unclaimed funds will be turned over to the State following five years of inactivity.

The amount of any monthly maintenance fee is not refundable in whole or in part and will not be restored to the student even if they later request a refund of their unused ROO Express. Accounts with a zero balance and 12 months of inactivity will be closed.

ROO Express is a financial program managed by the College Association for SUNY Canton. All policies are approved by the College Association Board of Directors.
